ESL Preface

The English-as-a-second language (ESL) program provides students the opportunity to learn English at their specific level. Students are assessed and placed into a classroom according to their level of proficiency. Students' progress are monitored and assessed periodically to determine when the students are ready to move to the next level and when they have satisfactorily completed the program.


The ESL programs have an organized, articulated sequence of courses from ESL beginning literacy through ESL advance.


The ESL Model Standards for Adult Education Programs identifies six proficiency levels:

  1. ESL beginning literacy
  2. ESL low beginning
  3. ESL high beginning
  4. ESL low intermediate
  5. ESL high intermediate
  6. ESL advance

A general ESL program focuses on the skills or competencies that adults living in the United States must use on a daily basis. In general ESL classes, students develop language skills (listening, speaking, reading, writing) in context of real-life situations. Teachers attempt to create situations that students will encounter and ask students to practice tasks related to their lives outside the class. The goal of the ESL program is to provide adult learners with opportunities to gain knowledge of, and better control over, the environment that governs their daily lives which they are learning the language.

El Civics – Citizenship Preparation

The Citizenship classes are designed for non-native speakers of English who are or considering to apply for naturalization and want to prepare for the civics and interview tests required by the Immigration and Naturalization Service (INS). The Citizenship classes features simple English instruction and a variety of visual aids that highlight and clarify important facts and concepts. The program is designed for English-as-a-Second Language learners who have some command of the English language.


The instructional program is based on the questions and answers on U.S. history and government provided by the INS. Each lesson focuses on a key topic, and the instructional sequence is designed to help the learner master new vocabulary and sentence patterns as the same time that they are learning new information.
